Guangdong Province wins the blue sky defense war 2018 work plan

First, the overall idea

Second, the 2018 target
The province's ambient air quality has continued to meet the standards. The province's air quality index (AQI) compliance rate has reached more than 90%, and the average annual concentration of fine particulate matter (PM2.5) has been kept below 33 μg/m3. The concentration remains at the national secondary standard.
The annual average concentration of nitrogen dioxide in Guangzhou dropped below 45 μg/m3, the annual average concentration of PM2.5 in Foshan dropped below 38 μg/m3, and the annual average concentration of PM2.5 in Zhaoqing City dropped below 37 μg/m3. The 90th percentile of ozone in Dongguan City dropped below 165 μg/m3, and the annual average concentration of other indicators reached the standard; the ambient air quality of other cities in the province reached the standard and improved.
Third, the key tasks
(1) Adjust and optimize the industrial structure.
1. Eliminate high-pollution and high-emission industries and enterprises.
Full implementation of the Ministry of Industry and Information Technology, the National Development and Reform Commission, the former Ministry of Environmental Protection and other 16 ministries and commissions "Guiding Opinions on Promoting the Withdrawal of Outdated Production Capacity by Using Comprehensive Standards in Accordance with Laws" and "Guangdong Province's 2018 Promotion of Outdated Production Capacity Exit Work Plan" According to the law, the backward production capacity will be promoted. At the local level, by the end of June 2018, we will comprehensively sort out the enterprises in the high-pollution industries such as steel, cement, glass, chemicals, ceramics, paper, stone, non-ferrous metals and volatile organic compounds (VOCs) in the administrative region. Investigate energy-saving and environmental protection in related industries that are not up to standard and are backward production capacity.
Responsible units: The Provincial Economic and Information Technology Commission, the Development and Reform Commission, and the Environmental Protection Department take the lead, and the local people's governments at all levels are responsible for implementation.
2. Eliminate the rectification of "scattering pollution" industrial enterprises.
All localities should carry out special rectification of “scattering and pollution†enterprises on the market. The city that has not formulated a remediation plan should complete the plan before the end of May 2018. The city that has formulated the plan should further expand the scope of investigation and remediation, and conduct a global survey. Establish management accounts, and implement classified treatment of various “scattering and pollution†industrial enterprises through measures such as shutting down, eliminating, relocating, rectifying and upgrading according to laws and regulations. At the local level, the listing of industrial enterprises in the urban junction, industrial agglomeration and village-level industrial parks will be completed by the end of 2018. Before the end of 2019, the special rectification of “scattering and pollution†industrial enterprises will be completed, and the consolidation and rectification will be promptly reviewed. Results.

3. Promote the optimization and upgrading of the industrial structure around the Lion Ocean.
Before the end of September 2018, the relevant local level will be organized to introduce and implement the green transformation and upgrading implementation plan for industrial enterprises in the surrounding areas of Lion Ocean, focusing on the transformation and upgrading of traditional industries such as thermal power, textiles, clothing, plastics, building materials and papermaking. Before the end of 2018, the self-provided power stations in the surrounding areas of Lions Ocean were all included in the centralized heating pipe network, implementing fuel clean-up transformation or ultra-low emission transformation plan.

4. Accelerate the industrialization of green recycling and upgrading.
Full implementation of the "Guangdong Province Industrial Green Development Implementation Plan (2016-2020)" "Guangdong Province's Opinions on Promoting Green Clean Production Work", focusing on the transformation and upgrading of traditional industrial green, and deepening the energy-saving renovation of high-energy-consuming equipment systems The energy-saving transformation of the process industry system, the promotion of clean production audits by enterprises, the construction of a green manufacturing system, and the realization of efficient, clean, and low-carbon development in manufacturing. The implementation of the “Baiyuan†circular transformation operation, through the centralized planning, centralized production, centralized management, centralized pollution control and other measures, the implementation of various national and provincial industrial parks cycle transformation and upgrading. Encourage the reference to the experience of Foshan and Zhongshan City, promote the pollution process of furniture and other industries to use the “common factory†to achieve centralized treatment of pollutants of similar enterprises and improve the level of pollution control in the industry.

(2) Adjust and optimize the energy structure.
5. Strictly control the total amount of coal consumption.
We will strengthen the “double control†measures for total energy consumption and energy consumption per unit of production, strictly implement the province's total coal consumption control target, and do a good job of reducing coal consumption in the Pearl River Delta region. In 2018, the total coal consumption in the province fell by more than 5 million tons from 2017, and the total coal consumption in the Pearl River Delta region fell by more than 3 million tons from 2017. By 2020, the province's total energy consumption will be controlled within 338 million tons of standard coal, of which the total coal consumption will be controlled at around 165 million tons, and the total coal consumption in the Pearl River Delta region will be controlled at around 70 million tons.

6. Increase the scale of clean energy use.
Natural gas consumption in 2018 is more than 5 billion cubic meters more than in 2017. Increase the proportion of clean energy used in nuclear power, wind power generation, photovoltaic power generation, etc. In 2018, the proportion of clean energy consumption in the Pearl River Delta will increase by more than 3 percentage points from 2017. Intensify the transmission of power transmission from west to east. In 2018, the total power supply from west to east will increase by more than 3.5 percentage points from 2017 to more than 183 billion kWh. Where conditions are met, photovoltaic power generation should be vigorously promoted.

7. Accelerate the project of coal to gas.
Strengthen the construction of natural gas main pipelines in the province, and strive to start construction of the Sinopec Xinjiang coal-to-gas pipeline project in Guangdong Province in 2018, the natural gas pipeline network in Guangdong Province, the Shaoguan-Shantou section, and the China Petroleum West-East Gas Pipeline Project. Segment, accelerate the construction of urban gas pipelines, and expand the utilization rate of natural gas for urban residents. In 2018, natural gas pipelines will reach most industrial parks with useful gas demand. In 2020, natural gas pipelines will reach all industrial parks with key gas demand and key industrial enterprises.
In 2018, with the focus on building ceramics manufacturing enterprises and coal-fired boilers of less than 35 tons, the industrial fuel upgrading project will be implemented steadily. According to the principle of “first planning, first contract, and post-developmentâ€, the gas supply contract will be used as a balance between development users and supply and demand. The first condition is to achieve “full coverage†of the gas supply contract. Encourage all localities to incorporate building ceramics into gas projects into industrial enterprises above designated size. The plan for building ceramic coal to gas is shown in Annex 2.
Responsible units: The Provincial Development and Reform Commission, the Economic and Information Technology Commission, the Provincial Department of Land and Resources, the Department of Environmental Protection, the Housing and Urban-Rural Construction Department, the Water Resources Department, the Forestry Department, the Safety Supervision Bureau and the Guangdong Natural Gas Pipeline Network Co., Ltd. The Municipal People's Government is responsible for implementation.
8. Vigorously promote the construction of central heating.
At the local level, the central heating project under construction, built and proposed will be comprehensively inspected by the end of June 2018, and a centralized heating alternative decentralized boiler plan will be formulated to clearly replace the situation of decentralized boilers and adopt financial subsidies. Promote the use of central heating sources, and relevant construction work should be completed by the end of 2019. It is forbidden to build or expand decentralized heating boilers in the area covered by central heating pipe network. The decentralized heating boilers that have been built shall be shut down within 3 months after the completion of the centralized heating project, and the high-consumption pollution in the coverage of the existing heating network Fuel boilers strive to shut down by law by the end of 2018.

9. Optimize the integration of coal-fired power plants.
Under the premise of ensuring the safety of power supply, in accordance with the energy structure adjustment plan of Guangdong Province, the coal-fired units that exceed the design life of the unit and do not meet the requirements of energy efficiency, environmental protection, safety and quality will be eliminated and replaced, and the service will be expired and the service time will be longer. And the integration and elimination of coal-fired power plants located in urban built-up areas. By the end of 2018, shut down the total power plant of 925,000 kilowatts of coal-fired power generating units such as Guangzhou Power Plant, and shut down the Shajiao A Plant (3×210,000 kW) and Shajiao B Plant (2×350,000 kW) by the end of 2020. 1.43 million kilowatts of coal-fired generating units; actively promoted Guangzhou Wanglong Power Plant (2×100,000 kilowatts), Guangzhou Hengyun Power Plant No. 6-7 (2×210,000 kilowatts), Dongguan Shajiao Power Plant (2.6 million kilowatts) and Dongguan Sanlian Thermal Power (13.5 and 150,000 kW) and other coal powers around the Lions Ocean were shut down in advance.

(3) Strengthening industrial source governance.
10. Implement key industry upgrades.
The Provincial Environmental Protection Department shall formulate an announcement on the implementation of the special emission limits for atmospheric pollutants in the petrochemical, cement industry and chemical and non-ferrous metal smelting industries, and report to the provincial government before the end of June 2018 and before the end of 2018 according to the procedures.
Implementation of the sintering machine (pellet) process denitrification, Zhuhai, Shaoguan, Zhanjiang, Yangjiang, Jieyang and other cities to organize enterprises to develop sintering machine (Pellet) process denitration transformation plan, and urge enterprises to start substantial transformation before the end of 2018. At various levels, the listing should be completed before the end of May 2018 to denitrification of the daily-use glass furnace, to use the electric furnace or pure oxygen combustion plan, and complete the transformation task before the end of 2018. The plan for upgrading the key industries in 2018 is shown in Annex 4.

11. Deepen industrial boiler management.
In accordance with the national unified deployment, in principle, the city with environmental air quality is not up to standard in 2018. In principle, no new coal-fired boilers of 35 tons or less per hour will be built. It is forbidden to build new high-polluting fuel boilers such as coal-fired tons and below. Promote the use of clean energy in the Pearl River Delta 10-35 steam-burning coal-fired boilers. Before the end of June 2018, Guangzhou, Foshan, Dongguan, and Zhongshan City will implement the exit plan for coal-fired boilers below 35 tons. At the end of September 2018, the provincial “Boiler Air Pollutant Emission Standards†was revised and released, and the ultra-low emission reform of 35 steam tons and above coal-fired boilers (including enterprise-owned power stations) was gradually promoted. 35 steam tons were fully completed before the end of 2020. And above coal-fired boilers (including enterprise-owned power stations) ultra-low emission transformation. See Figure 6 for the rectification plan for 35 steam ton and above coal-fired boilers.
In 2018, the special rectification of biomass boilers will be carried out, and biomass boilers that do not meet the requirements for special equipment management will be eliminated. The retained biomass boilers must be equipped with high-efficiency dedusting facilities and video surveillance to ensure that pollutant emissions meet or exceed the current natural gas boilers. Emission standards, 50% of work tasks must be completed before the end of 2018, and completed by the end of 2019. The biomass boiler remediation plan is shown in Annex 7.
Responsible units: The provincial Environmental Protection Department and the Quality Supervision Bureau take the lead, and the local people's governments at all levels are responsible for implementation.
12. Strictly implement the sewage permit system.
Before the end of 2018, all localities should complete the issuance of pollutant discharge permits for five industries, such as petrochemical, non-ferrous metals, ceramics and bricks, in accordance with national requirements, and carry out law enforcement inspections in 15 industries including cement, petrochemical and flat glass. To urge enterprises to hold certificates and discharge pollutants according to law, and to strengthen the responsibility of polluters. The pollutant discharge unit that is included in the pollution control emergency plan control list formulated by the municipal and county-level people's governments according to law shall specify the total pollutant discharge control indicators during the emergency period in the copy of the pollutant discharge permit.

Fourth, safeguard measures
(1) Strengthen organizational leadership.
We will improve the air pollution prevention and control work scheduling system. The provincial Environmental Protection Department will schedule the progress of listing work at various levels every quarter. The provincial people's government will hold a work scheduling meeting in a timely manner to coordinate the difficulties in the work and check the implementation of the supervision work. The Provincial Environmental Protection Department should establish and improve an expert consultation mechanism to provide support for the scientific decision-making of the province to promote air pollution prevention and control.
(2) Responsibility for compaction work.
All localities must strictly implement the "Party and government responsibilities, one post and two responsibilities" to effectively implement the territorial and main responsibilities of air pollution prevention and control work, and all relevant departments must earnestly fulfill their responsibility for ecological environmental protection work in the competent fields, in accordance with the requirements of this program. Further refine the work tasks and division of labor, clarify the working time nodes, establish a list of projects, determine the responsible units and responsible persons, and ensure that the work is in place.
(3) Strengthening accountability for assessment.
The completion of the environmental air quality improvement target and the completion of the annual key tasks are included in the provincial environmental protection responsibility assessment, and the completion of the listing work is evaluated at various levels in accordance with the national annual assessment requirements. The municipalities with outstanding work results will be reported and promoted, and they will be tilted in terms of development conditions such as supporting resources and land use scale, and will be highly recommended or considered in national and provincial environmental protection assessment activities. The municipalities that have failed to implement the work and have poor performance will be notified and criticized by the municipal people's government to the provincial people's government. The provincial people's government will interview the main responsible comrades of the municipal people's government as appropriate, and investigate the relevant responsible units and responsible persons according to the law. Responsibility.
(4) Strengthening financial security.
Establish a diversified investment mechanism for government, enterprises and society, actively play the guiding role of financial funds at all levels, and broaden financing channels. Strengthen the main responsibility of corporate pollution control, and establish a financing mechanism for “financial guidance, enterprise-based†governance. At various levels, it is necessary to establish a reserve pool for air pollution control projects in the region. The financial funds should give priority to supporting projects with higher maturity in the previous basic work and smooth implementation of the project implementation, and increase the capital expenditure rate.
Remarks: This program clarifies the 2018 work target and proposes the 2020 target. The complete 2020 target will be adjusted after further integration with the national win-win blue sky defense war three-year operational plan.
