Notice of the Ministry of Industry and Information Technology on the Collection of Advanced and Applicable Technologies for the Clean Production of Key Metal Industries

The provinces, autonomous regions, municipalities directly under the Central Government and cities under separate planning, the industrial and informatization departments of the Xinjiang Production and Construction Corps, and relevant industry associations:

 

In order to implement the "Made in China 2025 " and "Soil Pollution Prevention Action Plan," we will further promote industrial green development, accelerate the promotion and application of advanced and applicable technologies in key industries involving heavy metals, and improve the level of clean production. The Ministry of Industry and Information Technology will organize the development of key projects involving heavy metals. Industry cleaner production technology implementation plan. In order to do a good job in the formulation of the plan, it is planned to extensively collect advanced applicable technologies for clean production in key industries involving heavy metals and to conduct screening. The relevant matters are hereby notified as follows:

 

I. Collection scope

 

Polyvinyl chloride, chromium salts, inorganic pigments, copper smelting, lead and zinc smelting, tin smelting, batteries, leather eight key industries involved in heavy metal clean production technology, processes and equipment.

 

Second, the application conditions

 

(1) It complies with national laws and regulations, industrial policies, technical policies and relevant standards;

　　

(B) Advanced technology, mature technology and economical efficiency;

 

(3) Existing application examples ( 2 or more) and continuous normal operation for more than one year;

 

(D) strong technology adaptability, with the promotion prospects, can bring better environment and social benefits;

 

(5) The intellectual property rights or proprietary technology property rights are clear.

 

Third, the application materials

The reporting unit should fill out the application materials truthfully and accurately:    

 

(1) Application for the Advanced Technology Application Form for Cleaner Production of Heavy Metals in Key Industries (see Annex 1 for the format);

 

(2) The technical application unit shall fill out the application examples of the advanced applicable technologies for clean production (see Appendix 2 for the format);

 

(3) Photocopies of technical appraisal certificates, patent certificates or other certificates of intellectual property rights;

 

(4) A copy of the business license of the technology application unit and the relevant qualification certificate;

 

(e) Other information supporting the advanced applicability of technology.

 

The electronic version of the form can be downloaded from the website of the Ministry of Industry and Information Technology on the website of the Department of Energy Conservation and Comprehensive Utilization.

 

Fourth, work requirements

 

Inviting provinces, autonomous regions, municipalities directly under the Central Government, cities under separate planning, and the Ministry of Industry and Informatization of the Xinjiang Production and Construction Corps to organize the declaration of relevant units (including local central enterprises) within their respective jurisdictions, and will also report on the advanced applicable technologies for cleaner production in the heavy metal industry ( The format is shown in Appendix 3 ). The technical declaration paper material in duplicate and the electronic version (CD-ROM) shall be submitted to the Ministry of Industry and Information Technology (Energy Conservation and Comprehensive Utilization Department) before April 28 .
