Rare Earth: The state cannot always be in the stage of selling resources

On the door of Room 502 of China Nonferrous Building (South Building), the paper tips of the “China Rare Earth Association Preparation Office” are particularly conspicuous. Here is Wang Caifeng's new office after he left the company's raw materials department. Although she is no longer in the Raw Materials Division of the Ministry of Industry and Information Technology, she is now given a new “identity” by the media – the responsible person of the China Rare Earth Association. On March 30, Wang Caifeng, who has been engaged in the management and macro-control of the rare earth industry for a long time, has been interviewed by reporters of the Daily Economic News for the recent surge in rare earth prices, the introduction of rare earth policies, and the future functions of industry associations. The recent surge in rare earth prices in Japan has not inhibited the rise in rare earth prices. In addition to the “Rare Earth New Deal”, rare earth prices have recently found new impetus. "In the recent period, the price of rare earth can be said to be 'one price a day', and even there is no price." On March 30, Wang Caifeng, head of the preparatory group of the Rare Earth Association and former deputy inspector of the Raw Materials Department of the Ministry of Industry and Information Technology, directed the "Daily Economic News". The reporter said. According to media reports, in the past two months, a large amount of social funds began to flood in, and large quantities of rare earths were purchased in major producing areas such as Baotou and Jiangxi. “With the intervention and speculation of speculative funds, rare earth prices are being artificially created as bubbles, and risks are accumulating.”   According to the latest data provided by the business community, the price of major domestic rare earth products has risen sharply again. Taking bismuth oxide and antimony oxide as examples, on March 30, the prices of the two products rose to 540,000 yuan/ton and 3,000 yuan/kg, respectively, up 25.6% and 7.14% from last Tuesday. "A lot of people buy it and put it on, obviously it is speculation." A person from a rare earth trading company in Shanghai said. Wang Caifeng did not deny the phenomenon of hot money speculation. "It is impossible to deny that there is such a phenomenon. Now some social funds have flowed into this industry, including some former traders and other funds from the society. This has further increased. Market competition.” However, the primary reason for the rise in rare earth prices and even soaring is still policy push. "Since last year, the government has successively introduced a series of related policies on mining, production and export, especially the reduction of rare earth plans, and the market demand is strong, which will lead to price increases. At the same time, enterprises and businesses have prospects for rare earths. Not very clear, it will also cause the price to rise." Wang Caifeng explained. Rising the price of rare earth will help China raise its pricing power. However, if it rises too fast and too high, it will gradually be transmitted to the downstream enterprises of rare earths. Once the downstream enterprises are unable to bear such price increases, it will bring risks to the whole industry. Wang Caifeng said that raising the price and value of rare earth is not to say that prices can be high or low, but to stabilize in a reasonable range. “For functional materials, for example, it does not care how much upstream mineral resources are mined, how many products are produced, and more importantly, the instability of upstream product prices will cause downstream industrial chains, including our engineering materials and finished materials, to be affected. The association will exert influence on the pricing of rare earths . The Ministry of Finance and the State Administration of Taxation have issued notices, and decided to adjust the standards for raw materials and taxes of rare earth minerals from April 1st. “The collection of resource taxes should be said to be the right decision.” Wang Caifeng said, “Adding resource taxes can curb the excessive exploitation of mineral resources in resource development, so that under the control of relevant departments, the amount of production can be determined according to market demand.” The reporter learned that the gap between the cost of rare earth mining inputs and the selling price is staggering, which has stimulated the desire of more and more mining enterprise bosses to make huge profits. The long-term chaos in the rare earth industry, especially the medium-heavy rare earth mining order, has caused unwarranted waste of rare earth resources, which is far from the original intention of the industry's “intensive development”. "Adding a resource tax will not and will not have too much impact on downstream enterprises. Taxation should be considered according to market conditions, and further verified and continuously adjusted." Wang Caifeng explained to reporters that this policy adjustment The purpose is not to advocate the elimination of SMEs, but rather to meet the needs of industry development. At present, the establishment of the China Rare Earth Association is only a matter of time. "Pre-preparation work such as office locations, research and development of associations, and convening of members has been completed. Now it has been reported and is waiting for the final approval." Wang Caifeng said. Wang Caifeng said that he hopes that the association will play a role similar to that of China Steel Association in the future, exerting certain influence on the international pricing and export quotas of rare earth products exports, and leading the healthy and orderly development of the industry. "If it only involves mining and smelting two enterprises, then the association will lose its meaning. The country cannot always be in the stage of selling resources. We are considering a complete industrial chain, not only with roots and leaves, but also with Fruit. It is reported that after the establishment of the rare earth association, it will adopt a management model and method different from other industries according to the development characteristics of the rare earth industry, and play a role in information statistics, international cooperation and exchange, and moderate price stabilization.
