Section II Â System installation and commissioning
First, quality control requirements
The system installation includes component installation and system wiring, and the quality control of the construction process of the fire monitoring system should meet the following requirements:
1. The quality control of each process, after each process is completed and inspected, before the next process. Unqualified inspections require rectification.
2. The concealed project is checked before concealment and an acceptance document is formed.
3. The relevant professional work types shall be tested for handover and the next process shall be carried out after signing the confirmation by the supervision engineer.
4. After the installation is completed, the construction unit shall conduct full inspection of the installation quality of the remote monitoring system and conduct debugging according to the relevant professional commissioning regulations.

Second, the component installation
The user information transmission device should be set in the fire control room of the networked user. When the networked user does not set up the fire control room, the user information transmission device should be set in the place where the person is on duty. When the user information transmission device is installed on the wall, the height of the bottom edge from the floor ( building ) should be 1.3 to 1.5m , and the distance from the side of the door axis to the door axis should not be less than 0.5m , and the front operation distance should not be less than 1.2m ; when the floor-mounted, which should be higher than the bottom (floor) surface of 0.1 ~ 0.2m. The user information transmission device should be installed securely and should not be tilted; when installing on a light wall, reinforcement measures should be taken.
Third, the system grounding check
In the urban fire protection remote monitoring system, the metal shell of each device is provided with ground protection, and the grounding wire should be connected to the PE grounding line ( PE ). Grounding should be solid and have obvious permanent signs. After the construction of the grounding device is completed, a special measuring instrument shall be used to measure the grounding resistance according to the regulations. The grounding resistance shall meet the design requirements.
Fourth, system debugging
Before the urban fire protection remote monitoring system was put into use, the system and system components were debugged. The system is commissioned after commissioning the various functions. The trial run time is not less than 1 month. Documents such as system design files and debugging records should be formed into technical documents and stored for future reference.

Section III Â System detection and maintenance
After the completion of the urban fire monitoring system, the construction unit is responsible for organizing the relevant units to carry out the project inspection. The number of selected test users is 5 to 10 , and the unqualified project cannot be put into use.
First, system testing
Before testing the urban fire protection remote monitoring system, first review and check the relevant documents of the system, including:
( 1 ) Application report for completion acceptance;
( 2 ) System design documents, construction technical standards, engineering contracts, design change notices, as-built drawings, concealed project acceptance documents;
( 3 ) Construction site quality management inspection records;
( 4 ) Quality inspection records of the construction process;
( 5 ) Inspection report, certificate of conformity and related materials of system products;
( 6 ) System equipment list.
(I) System main function test
1. Receive fire alarm information from networked users and transmit confirmed fire alarm information to the urban fire communications command center or other police station.
2. Receive information on the operating status of building firefighting facilities sent by network users;
3. It has the function of providing public security fire departments with information on fire alarms for networked users, information on the operating status of firefighting facilities, and fire safety management information;
4. It provides networking users with their own fire alarm information, building fire service facility status information query and fire safety management information services, and other functions;
5. The data can be updated in real time according to the operating status and fire safety management information of the building fire-fighting facilities sent by the network users.
(two) system main performance index test
1. Connect 3 network users and test the situation that the monitoring center receives fire alarm information at the same time;
2 from the user information transmission device fire alarm information to the monitoring center to receive and display the response time is not greater than 10s ;
3. The time for the monitoring center to forward the confirmed fire alarm information to the urban fire communication command center or other police station is no more than 3 seconds ;
4. The inspection mode and time can be dynamically set between the monitoring center and the user information transmission device, and the communication inspection cycle should not exceed 2 hours ;
5. Test the unified clock management of each device of the system, and the cumulative error of the clock must not exceed 5s .

Second, system use and daily inspection
After the user information transmission device is put into use, it is ensured that the device is always in a normal working state and keeps running continuously. Once you find a fault, you should find out the cause and organize the repair. If it is necessary to temporarily disable the system due to maintenance or other reasons, it shall be approved by the person responsible for fire safety and notified to the monitoring center in advance. After restoration is started, the monitoring center shall be promptly notified to resume.

The user information transmission device performs periodic inspections and tests in accordance with the following requirements:
Self-test function tests carried out once (1) per day;
( 2 ) A fire alarm shall be generated by a fire alarm system and other building firefighting facilities and a fire alarm information transmission test shall be conducted. The number of tests per month shall not be less than 2 times.

Third, the annual inspection and maintenance
The user information transmission device is periodically checked and tested as follows:
( 1 ) To switch the main power supply and backup power supply of the user information transmission device, the number of tests per half-year shall not be less than one ;
( 2 ) Each year , the electrical continuity of the metal housing of the user's information transmission device and the electrical protective grounding conductor ( PE ) is tested . If the connection is found to be loose or broken, it shall be repaired in time.
After the city fire remote monitoring system in operation for one year, each year for the following checks:
( 1 ) Check the preservation of audio recordings every six months, and if necessary, clear recordings with a preservation period exceeding 6 months;
( 2 ) Inspect and test components such as communication server, alarm acceptance system, information inquiry system, user service system, and fire alarm information terminal every six months;
( 3 ) Check whether the system operation and maintenance records are complete each year;
( 4 ) Check the system network security every year;
( 5 ) Check the monitoring system log every year and make a backup copy;
( 6 ) Check the use of the database each year and organize hard disk storage records if necessary;
( 7 ) Back up the records of the fire alarm information of the monitoring center and the operating status information of the fire protection facilities of the building each year, and if necessary, clear up the backup information with a preservation period of more than one year.
