The entry threshold was tightened. “The cement companies in Hangzhou have adopted a new dry process production line. This management approach should have no adverse impact on existing enterprises.” Director of Shanghai Municipal Economic and Commercial Commission Li Jinhai analyzed yesterday that the overall cement industry is in excess capacity. State-of-the-art management methods, on the one hand, improve the access threshold for cement industry projects, strictly control new cement production capacity, eliminate backward production capacity, and on the other hand guide the cement industry to accelerate the development of energy conservation and environmental protection.

According to the notice, the cement companies that have applied for access are required to have production lines that comply with national industrial policies and standards, facilities for the treatment of pollutants and comprehensive utilization of resources, and elimination of backward production capacity as required. The list of cement production lines and subsidiaries that meet the conditions for entry will be published on the website of the Ministry of Industry and Information Technology after 10 working days.

The notice emphasizes that “priority support is given to the announcement of enterprises in investment, technological transformation, mergers and reorganizations, energy-saving and emission reduction, and recycling economy; government procurement and bidding are the first choices to announce enterprises.” This article is very compelling. The current demand for cement mainly comes from real estate investment, central key projects, and new rural construction. Experts in the industry believe that, in addition to the construction of affordable housing throughout the country, the procurement of key government projects is the main sales channel for high-grade cement. If the admittance announcement system is combined with government procurement and recruitment, it will be a more powerful policy measure.

Cement kilns can also “eat” garbage. For cement companies in Hangzhou, the “Notice” gives priority to energy conservation, emission reduction, circular economy and other aspects. The cement industry is a high-energy-consuming industry in people's minds. In fact, there are many articles that can be made in energy-saving emission reduction and recycling economy. According to Li Jinhai, in addition to the widespread promotion of waste heat power generation in cement production lines, the use of cement production technology to deal with urban waste and other energy conservation and environmental protection projects has also risen quietly in the industry.

A sealed, sanitation-dedicated vehicle loaded with domestic garbage enters the discharge hall. After the domestic waste is broken, it is sent to the gasifier for processing. The gas generated by the reaction of garbage in the gasifier is input to the kiln system for decomposition, and is discharged after decomposition. After incineration, the residue is reused as a cement raw material after magnetic separation. Before that, the city organized the cement industry to investigate in Anhui Tongling Conch Cement Company. This was the first domestic project to use the new dry process cement kiln to burn and process domestic garbage, which left a deep impression on Li Jinhai. More than 200 tons of domestic garbage produced by residents of Tongling City are “eaten” by cement kiln treatment. “Tongling has just stopped the use of landfills. In fact, this technology has been applied in foreign countries and it is of great significance to the development of our cement industry.”

Producing "green" cement, Hangzhou enterprises are eager to try this move to improve the overall efficiency of cement companies. Conch Cement issued a message saying that the use of a new dry process cement production line to process municipal waste will result in a gross profit of 100 yuan per ton. The securities analysts calculated that the production line using this technology can effectively reduce the production cost per ton of cement by 7.5 yuan. With the promotion of cement waste treatment projects, Conch has further gained leading advantages in competition. In 2010, gross profit per tonne of cement reached 80.81 yuan.

Hangzhou cement companies have also been eager to try. Fuyangshan South Asia Cement, Linan Da Ma Cement Company and others have put forward similar proposals. Located in Fuyang City, where Shanya South Cement is located, it is the largest whiteboard paper production base in the country and produces a large amount of paper sludge every day. How to use a more economical way to treat sludge, reduce treatment costs and reduce secondary pollution? Cement kilns may be a good entry point. Shanya South Cement Co., Ltd. organized a project research group. The research team found that although the paper sludge contains 80% of water, it contains iron oxide, silica, alumina and other materials that can be used in the production of cement, and has a calorific value of 3000 Kcal/Kg, which is suitable for calcination in kiln. So they carried out tests that were added to raw meal ingredients and achieved phased results. Daily sludge treatment has reached more than 100 tons.

Thanks to policy measures such as power cuts and production cuts, the cement market has experienced "profiteering" growth in the first half of this year. However, the pressure on production capacity gradually emerged in the second half of the year. The transaction information shows that the national cement price has fallen for two consecutive weeks.
