Since the beginning of this year, the “electricity shortage” has occurred in the off-seasons of Zhejiang and Chongqing. The first public announcement by the competent authorities yesterday will speed up the “power shortage” in the thermal power project. Liu Tie-nan, deputy director of the National Development and Reform Commission and director of the National Energy Administration, disclosed at the 2011 electric power peak summer teleconference that in order to cope with the severe power situation this summer, the National Development and Reform Commission and the Energy Bureau will focus on the approval of a number of thermal power and power grid projects in the near future. To quickly ease the tension in electricity use in Zhejiang and Jiangsu.

This summer, the electricity gap will reach 30 million kilowatts.

Since the beginning of this year, Zhejiang, Chongqing and other places have experienced power shortages. Liu Tienan said that due to factors such as low hydropower output, high coal price and high energy-consuming industry rebound, the power consumption situation is still severe this summer. It will reach 30 million kilowatts. The maximum daily power generation this summer is expected to reach 15.5 billion kWh, which will set a new record, up 11% from the same period last year. It is not excluded that some areas may have increased power shortage due to shortage of coal.

For the lack of electricity in Zhejiang and other places, before the power experts such as China Electricity and Electric Power Analysis, the power shortage in the eastern region is mainly "hard power shortage", that is, the local power generation capacity has been difficult to meet the demand for electricity, and the cross-region power grid construction is still relatively Lag, the excess electricity in the west can not be transported.

Liu Tie-nan said that the National Development and Reform Commission and the Energy Bureau will focus on reviewing a number of thermal power and power grid projects that are in line with the power industry policy and will be able to quickly ease the power supply conflicts in Zhejiang, Jiangsu, Chongqing, Guangdong, Fujian, Shandong and Shanghai.

Project under construction will be approved first

Liu Tienan revealed that the NDRC will increase coordination and supervision, and on the basis of ensuring safety and quality, strive to have more projects put into operation during this year's peak electricity consumption. The relevant person from the National Development and Reform Commission told reporters afterwards that the thermal power and power grid projects that were put into operation before the peak of power consumption this summer mainly refer to the projects that are already under construction.

"A new thermal power project and power grid project will take at least 2-3 years. If you want to work on the peak of power consumption this summer, it should be mainly for projects under construction. For example, the original acceptance will take four months, now It is necessary to speed up the progress and put into production as soon as possible in line with safety and quality.” Bai Jianhua, deputy chief engineer of State Grid Research Institute, told reporters that some new projects are currently approved for medium and long-term electricity demand.

According to the forecast of the State Grid Corporation, the electricity consumption situation will be even more severe in the next year. If the UHV grid project is not approved, the maximum power consumption gap in 2012 may reach 50 million kilowatts.

The provinces and cities in Chongqing and Zhejiang, which suffered from “electricity shortage” during the off-season, introduced their experience in response. For example, for the high-energy-consuming industries, a more stringent policy for distinguishing electricity prices has been formulated, and the illegal use of electricity has been firmly controlled, while the resources are guaranteed to benefit the advantageous industries, strategic emerging industries and residents.

Shut down small thermal power for energy saving

In order to complete the “Eleventh Five-Year Plan” energy conservation and emission reduction tasks, China formulated the goal of shutting down small thermal power during the “Eleventh Five-Year Plan” period. As of June 30, 2009, the country has shut down 7,467 small thermal power units, with a total capacity of 54.07 million kilowatts. The small thermal power unit has a low stand-alone capacity, high energy consumption and large pollution. At the same time as shutting down small thermal power, enterprises can also enjoy the policy of “big and small”, which can be used for some high-performance unit projects with large single capacity. .

"Some small thermal power plants that have just been built may help to alleviate local power shortages, but most of the small thermal power plants are old projects with high energy consumption and high pollution. Now, some thermal power projects will be built and approved. Units. The efficiency of large units is high, and many power generation companies are also more motivated,” Bai Jianhua said.

The two sides of supply and demand together lead to "electricity shortage"

In analyzing the tensions in power consumption this summer, Liu Tie-nan stressed that the high-energy-consuming industries recovered after the suspension of production last year and accelerated the situation of power shortage in some areas. In addition, the surge in air conditioning load in summer has also aggravated the tension. Last summer, the air conditioning load reached 160 million kWh, accounting for 1/4 of the maximum power load. The air conditioning load this summer may reach 180 million kWh.

In terms of supply, the current domestic hydropower output is small, and the hydropower output in the first four months has decreased by 15%. Domestic coal prices are at a high level, and imported coal prices are also starting to surge, exacerbating the tight supply of coal. Coupled with the current lag in the construction of cross-regional power grids, the idle power in Northeast China and Inner Mongolia cannot be delivered. It is not excluded that some areas such as Zhejiang and Jiangsu are intensified due to lack of coal.

Earlier, the State Grid Corporation pointed out that this summer is the most serious year since the "electricity shortage" since 2004.
