1 functional requirements

1.1 Rescue products should have fire fighting functions such as demolition, support, plugging, and long-range projectiles.

Generally include water rescue equipment, fire rescue tools , fire plugging equipment , rescue lifting air cushion and other products.

1.2 Water rescue equipment should meet the following requirements:

a ) Suitable for use in rescue operations on water, the main body of which should be built with an inherently buoyant material that provides stable buoyancy and a density lower than that of water;

b ) Metal parts should be made of corrosion-resistant materials or treated with anti-corrosion to meet the corresponding corrosion resistance requirements;

c ) The material of the reflective tape shall meet the requirements of IMO A.658 ( 16 ); its couplings and fasteners shall be securely assembled and fixed.

1.3 Fire rescue tools should meet the following requirements:

a ) Suitable for use by fire fighters in firefighting, rescue and other operations;

b ) Metal parts should be made of corrosion-resistant materials or treated with anti-corrosion. The fasteners and fasteners should be assembled securely and reliably;

c ) After the strength test, the hand-operated rescue tools should not be damaged by obvious problems such as missing edges, curls, and cracks;

d ) The hydraulic rescue tool should not be exposed to hydraulic oil leakage or mechanical damage; the electric rescue tool and pneumatic rescue tool should not be subject to work failure or mechanical damage; the saw blade should not appear for the mobile rescue tool and hydraulic rescue tool. Or chain breakage, work failure or mechanical damage.

1.4 Fire plugging equipment should meet the following requirements:

a ) It should have the function of quickly sealing the leakage of gases or liquids of various containers (tanks), pipelines, valves, flanges, etc. with pressure;

b ) The plugging material on the contact surface shall be resistant to 80 % sulfuric acid, 30 % hydrochloric acid, 40 % nitric acid and 6.1mol/L sodium hydroxide solution, and resistant to acid and oil resistance of 120# gasoline.

1.5 Rescue lifting air cushions should meet the following requirements:

a ) It is applicable to the lifting of irregular heavy objects, made of high-strength rubber and reinforced materials, and the volume expansion caused by the air cushion inflated acts as support and lift;

b ) Its metal parts shall be made of corrosion-resistant materials or treated by anti-corrosion. The fasteners and fasteners shall be firmly assembled and fixed.

1.6 Fire ladders should meet the following requirements:

a ) Ladder and side panels should be closely matched and should not be loosened or wedged; metal ladders should have anti-skid measures;

b ) Fasteners should be tightened vertically. There should be no protruding nail heads, burrs, and other defects; rivets should be fastened and flat semi-circular heads;

c ) The outer surface should be smooth and free from burrs. The surface should be protected by non-conductive coatings. The surface of bamboo and wood should be orange, and the metal parts should be galvanized (or chrome plated) or painted with black enamel. The surface of the paint should be smooth, uniform in color, and should not be smeared. Flow marks and defects affecting the quality of the outer surface;

d ) An angle meter shall be provided on the side panel to reliably indicate the angle between the ladder body and the ground plane;

e ) The fire-fighting ladder greater than or equal to 12m shall be equipped with support rods, and the support rods shall be properly fixed on the foundation ladder.

2 security requirements

2.1 Water rescue equipment should meet the following requirements:

a ) After immersed in fresh water for 24h , the buoyancy loss should not exceed 5 %;

b ) After the strength test, no work failure or damage shall occur, and the buoyancy loss shall not exceed 5 %;

c ) After soaking in 0 ? Diesel for 24h , there should be no shrinkage, swelling, decomposition or breakage, and the buoyancy loss should not exceed 5 %;

d ) After the reliability test, there shall be no abnormal phenomena such as work failure and component damage;

e ) Overpressure protection devices shall be provided for the use of gas cylinders as a source of power. Relief valves shall be provided for the use of pump sets as power sources.

2.2 Fire rescue tools should meet the following requirements:

a ) Protective devices (such as guards, baffles, etc.) shall be provided for isolation in dangerous areas or components such as transmission, high temperature, electrical circuits, fragile, etc., which may be touched by the operator;

b ) If the power supply is interrupted during the operation, the expansion arm and expansion rod should have self-locking properties. The displacement should not exceed 2 mm .

c ) The insulation resistance value between the external live terminal of the electric rescue tool and the case should not be less than 20M Ω, and the insulation resistance value between the power input end and the case should not be less than 50M Ω;

d ) The motorized pump and manual pump shall be provided with a safety relief valve. The set pressure of this valve shall be 1.1 times the rated working pressure of the pump ;

e ) Overpressure protection devices shall be provided for pneumatic rescue tools and hydraulic rescue tools. Its size and mounting position should be appropriate and the operating pressure should be 1.1 times the rated working pressure .

2.3 Fire plugging equipment should meet the following requirements:

Explosion-proof type (used to block flammable and explosive leakage sites) plugging equipment should be carried out according to the provisions of GB/T 23163-2008 metal materials explosion-proof performance test.

2.4 Rescue lifting air cushions should meet the following requirements:

a ) After 1.5 times the rated working pressure, 3min airtight performance test, should work normally, and no leakage, cracking phenomenon;

b ) After 3 hours of rated working pressure and 3 min pressure resistance performance test, there shall be no leakage or cracking;

c ) Overpressure protection devices should be provided. Its size and installation position should be appropriate, action pressure setting value should be 1.1 times the rated working pressure;

d ) After 50 consecutive charge and discharge reliability tests, there shall be no abnormal phenomena such as leakage, mat failure, work failure, and component damage.

2.5 Fire ladders should meet the following requirements:

a) the level of residual deformation bending ratio: Working ladder length l <6m, should not exceed 0.15%; 6m ≤ l <When 12m, should not exceed 0.30%; when l ≥ 12m, should not exceed 0.60%; not hook ladder More than 0.20 %;

b ) The ratio of the residual deformation of the stile bending, wooden fire ladder should not exceed 1.0 %; other types of fire ladder should not exceed 0.5 %;

c ) After the shear test on the side-slabs by the stiles, there shall be no signs of any breakage at the junction of the stiles with the side panels and the stiles themselves;

d ) The struts of the ladder shall be tested for impact resistance. The strut support function shall be always normal during the test. After the test, the struts and ladders shall be free from obvious deformation or damage.
