Xie Zhenhua: Insufficient clean production incentives

The National Development and Reform Commission and the Ministry of Environmental Protection held a "National Conference on Cleaner Production" in Beijing yesterday morning. Xie Zhenhua, deputy director of the National Development and Reform Commission, said that a total of 49.32 million tons of standard coal had been saved since the nationwide implementation of clean production and transformation in 2003, which effectively promoted the realization of energy-saving and emission reduction targets. However, at present, there still exist problems such as insufficient incentive measures and imperfect department coordination in clean production. During the “12th Five-Year Plan” period, the government will introduce more incentives to guide enterprises to consciously carry out cleaner production.

The so-called clean production is to increase the technical application of the enterprise in the production process and continuously apply the comprehensive prevention environmental protection strategy to the production process and products so as to reduce the risk to humans and the environment. In 2003, China promulgated and implemented the "Cleaner Production Promotion Law." This is also China's first special law that uses pollution reduction at source and pollution control in the entire production process.

Xie Zhenhua said that at present, there are still some problems in cleaner production. In the next step, the government will continue to introduce more fiscal and taxation incentives to encourage companies to guide themselves to clean production. For example, we will step up efforts to formulate conditions for identifying tax incentives, implement diversified credit support for the implementation of cleaner production companies, and arrange financial incentive funds to promote the promotion of major advanced technologies.
